In the following, MOF shall denote “Ministry of Football Pte Ltd” the organizer of this league. Participation in our league shall expressly or impliedly mean acceptance of MOF’s terms and conditions as stipulated here.
1. The Team Managers
The Team Managers shall be fully liable and responsible for the conduct of the team members at the venue where games are played. At the venue where smoking / bad language / offensive conduct are banned, in the event of any infringement of any laws or venue rules, the Team Managers shall be fully liable and responsible for payment of any fines that may be levied, or compensating MOF for any fines which may be levied on MOF. The Team Managers recognize also that infringement any venue rules or laws may result in the team being banned, or the field being taken back and made unavailable for game play.
The Team Managers acknowledge and accept that there is a NO FIGHTING POLICY when participating in any of MOF’s leagues or cups or tournaments. Team Managers shall be fully liable and responsible for the conduct of team members both on and off the playing field. In the event of any altercation or injury that may or may not result in injury, the Team Managers shall reimburse MOF any settlements/reimbursement of any medical injuries caused by others or by their team member(s). The Team Managers are agreeable to MOF releasing all identification details to the police authorities in order to cooperate with any police investigation.
The Team Managers acknowledge and accept that there is a NO SMOKING POLICY when participating in any of MOF’s leagues or cups or tournaments, at the game venues.
Team Managers shall be fully liable and responsible for the conduct of team members both on and off the playing field – including receiving player individual bans, or team bans, by the venue or police authorities. The Team Managers acknowledge that because of their conduct, the venue operators (such as secondary schools) may without notice withdraw the fields from game play. In the event that the Team Manager or those representing his team have been caught for smoking, and the game unable to continue, the game shall be replayed and guilty team bearing both the costs of their game fees, and their opponent game fees. Should both teams be caught smoking, each shall bear the costs of their game fees.
The Team Managers acknowledge that they will have access to whatsapp group chats to MOF’s main hotlines which will serve as their primary mode of communication. The Team Managers and all Team Members acknowledge that they are to be respectful, civil and non-abusive in the language and tone, and refrain from making persistent demands over an unreasonable period of time or making demands of such a voluminous nature that constitutes harassment, whether in whatsapp communications or phone calls. Any abuse or vulgarity or insults or harassment in whatever language towards MOF and MOF’s staff shall entitle MOF to enforce sanctions against the Team and Team Managers, which includes, but is not limited to, points penalty, banning of players from games and whatsapp communication, expulsion of the teams with balance of payment falling due immediately, etc.
2. ATTIRE
All participating teams are to wear their uniform color own jerseys or top. You must provide ‘Home’ and ‘Away’ colours and will be designated which colour to wear for each game by MOF, including times where there are a clash. Bibs will be provided only to the two goalkeepers to distinguish themselves. Bibs will not be provided to the rest of the players even in the event of a colour clash resulting from non-compliance with the designated colours. All Team members and players must also be attired in the correct jersey and jersey colours. Team Managers acknowledge that changes to the jersey colours are not appropriate, especially late requests for jersey colour changes, as the opponent and the referee’s jersey colours have also been communicated and co-ordinated earlier and any such changes may make game play impossible. Should teams not be able to produce these equipment or the appropriate jerseys for game play, the referee has the discretion to award the game to the opposing team. Should both teams be found guilty of not producing the proper equipment or attire, the referee has the right to declare a draw and the game consumed and each team bear their own fees payable to MOF.
The recommended footwear for matches will be football boots or turf shoes. Molded cleats, turf shoes and flats (including black-soled) are acceptable footwear. Metal studs or metal blades are prohibited.
Shin pads is mandatory to avoid any injuries, as most of the football players are expected to be in football boots. Any player who fails to wear shin guards does so at their own risk.
3. REFEREE/TIMEKEEPER/SCORES/BALL
The referee shall:
Record goals scored
Act as timekeeper and signify full-time by a whistle.
There will be no linesmen.
Referees’ decisions are FINAL
Size 4 footballs will be used.
Open category: Games are 15 min per half, with 5 min half time, because of lack of substitution.
Veteran >35 category: Games are 4 x 7min quarters, with 2 min quarter breaks, and 5 min half time break.
4. Walkover or Game Abandonment
A team that fails to field a minimum of four (4) players 5 minutes after the scheduled kickoff time will deem to have given a walkover. The team receiving the walkover will be awarded three (3) goals and three (3) points. The walked-over team shall pay their own game fees as well as the game fee for the team receiving the walkover.
Should any team abandon the game before the final whistle, that team shall be treated as having conceded the game and that team shall pay their own game fees as well as the game fee for the team who remains on the pitch playing. The Referee must establish formally and communicate formally to MOF the name of the team which abandoned the game.
There shall be no postponements of any game(s) permitted in this league. Fixtures must be played and it is the Team Manager’s duty to field sufficient players or be subject to the walkover rule. This applies even for public holidays, Ramadan etc.
5. Withdrawal or Expulsion
If a team withdraws after the draw but before the start of the competition, the team will not be replaced. All their fixtures will be deemed walkovers with three (3) goals and three (3) points awarded to their opponents. If a team withdraws during the competition, all their remaining fixtures will be deemed walkovers with three (3) goals and three (3) points awarded to their opponents. The two managers responsible for the team shall pay for the game fees of both their own team, and the opponent team’s game fees for each of the remaining unplayed fixtures, to MOF within two weeks, failing which the matter will be settled before the Small Claims Tribunal.
All of the above will similarly apply should any team be expelled for non-payment, aggression, violence or abuse, or gross infringement of any rules, particularly those related to age category (where applicable).
6. Payment
$40 Signup fee is payable upon registration. Game fees must be paid by the end of the game day 2359 hours into MOF’s bank account by internet banking OR Paynow. Late payment each time will mean $30 late payment charge is payable by the team. Non payment after 24 hours will mean the team’s involvement is suspended and remaining games (and opponent game fees) payable immediately (and enforced in Small Claims Tribunal if not cooperative)

7. VERBAL & PHYSICAL ABUSE/VIOLENCE/AGGRESSION
Non-payment and verbal & physical abuse, violence & aggression are treated very seriously by us: http://ministryoffootball.com.sg/teams-expelled-from-mof-leaguescups/ If your team or any players have been caught being reckless or violent before, you will not be permitted into our games. If discovered only after registration, you and your team will be expelled and a $5000 fine will be imposed.
Any teams caught being reckless or violent will also be expelled and a $500 per act of aggression or verbal abuse per person imposed. A contract will have to be signed between team representatives and MOF, and these two individuals will be responsible for behavior and payment
8. Miscellaneous
Football players are advised not to leave valuable items unattended and are encouraged to help keep an eye on the team’s belongings. If you must leave them outside the pitch, ensure that they are locked and secured.
No medically qualified personnel will be present during your scheduled matches. Insurance is also not provided. Team Manager(s) are strongly recommended to appoint a team official that is qualified to assume such duties, and to purchase relevant health insurance . Team Manager(s) also acknowledge that game play may result in injuries. It is the Team Manager(s) duty to ensure that all players in their team understand the risk of injury. MOF is indemnified from any and all risk involving team members.
Social-Distancing Rules: Spectators are not permitted within the compound (covid social distance laws). The 8 (2 teams of 4) participants of the next game can enter the venue compound only AFTER the participants of the earlier game (8 – 2 teams of 4) have exited the venue compound.
9. Number of players & Team Makeup
A match is played by two teams, each with a maximum of four players, one of whom must be the goalkeeper. A match may not start or resume if either team has fewer than two players. If a team has fewer than two players because one or more players has deliberately left the pitch, the referees are not obliged to stop play and the advantage may be played, but the match must not resume after the ball has gone out of play if a team does not have the minimum number of two players.
Team Composition Each team may register up to 10 players. Same four must start and finish each game.
Because of COVID social distancing requirements, no substitutions may be made during a match.
Where there is an age category, the age shall be taken as of 31 Dec 2021
There will be goalkeepers. Goalkeepers may use their hands in the 5m zone. Any player may change places with the goalkeeper; however, this player must do so during a stoppage in the match and must inform the referees before the change is made. The goalkeeper bib must be worn by the new goalkeeper player.
10. Players’ Equipment
Safety: A player must not use or wear any equipment or other item that is dangerous. All items of jewelry (necklaces, rings, bracelets, earrings, leather bands, rubber bands, etc.) are forbidden and must be removed. Using tape to cover jewelry is not permitted. The players must be inspected by the Referee before the start of the match. If a player is wearing or using unauthorized/dangerous equipment or jewelry on the pitch, the referees must order the player to: • remove the item; • leave the pitch at the next stoppage if the player is unable or unwilling to comply. A player who refuses to comply or wears the item again must be cautioned.
For any offence not involving dangerous equipment, play need not be stopped and the player:
• is instructed by the referees to leave the pitch to correct the equipment;
• leaves when play stops, unless the equipment has already been
corrected.
A player who leaves the pitch to correct or change equipment must:
• have the equipment checked by a match official before being allowed to
re-enter;
• only re-enter with permission from a referee.
11. GAMEPLAY
11.1 START OF PLAY
• At the beginning, the choice of kick off shall be decided by home and away format, i.e “home” team kicks off the game.
• Play shall begin with a normal kick off at the center of the pitch.
• The game shall be re-started in like manner after a goal has been scored.
• Any of the other players may change places with the goalkeeper, if the referee is informed before the change is made, and that the change is made during a stoppage in the game.
• There will be no substitutions. Gameplay will cease should there be less than two players remaining in a team, and that team shall concede the game.
• Any player who is bleeding must leave the field. Time will not be stopped for injuries.
11.2 BALL IN AND OUT OF PLAY
The ball shall be in play at all times from the start of the game unless:
• The ball has crossed the goal-line, side-lines or the barricades surrounding the playing area
• Throw in
• Goal Kick
11.3 OFFSIDE
• There is no offside. Players may place themselves in any part of the playing area.
11.4 FOULS AND MISCONDUCT
• A player who unfairly impedes the progress of an opponent when not playing the ball shall be penalized by the awarding of an indirect free kick.
• Slide tackling the ball by field players is not permitted. If penalized, a direct free kick will be awarded to the opposing team.
• A player who is sent off shall not be allowed to take any further part in matches during that stage. No substitute is allowed for a player dismissed for misconduct during the game in which the offence occurred.
• Any player engaged in abuse or fighting will be suspended for the remainder of the tournament, and be subjected to monetary penalty per contract payable to MOF within two weeks, failing which the matter will be settled before the Small Claims Tribunal.
• A second incident of abuse or fighting from any player on a team, in which a player has been previously suspended, will result in the ejection of the team from the tournament. The two managers responsible for the team shall pay for that game where the incident occurred, as well as both their own team, and the opponent team’s game fees for each of the remaining unplayed fixtures, to MOF within two weeks, failing which the matter will be settled before the Small Claims Tribunal.
• A straight red card, or two yellow cards issue amounting to a red card, will mean that the player is banned for the next game.

11.5 CORNER KICK/FREE-KICK/PENALTY KICK
A. CORNER KICKS: A corner kick is a method of restarting play from the corner arc. A corner kick is awarded when the whole of the ball passes over the goal line, either on the ground or in the air, having last touched a player of the defending team, and a goal is not scored in accordance with Law 10 (Law 10: A goal is scored when the whole of the ball passes over the goal line, between the goalposts and under the crossbar, provided that no infringement of the Laws of the Game has been committed previously by the team scoring the goal) . A goal may be scored directly from a corner kick, but only against the opposing team.
B. FREE-KICKS: Free kicks are either direct or indirect.
– all opponents must be at least 5 m from the ball until it is in play
– the ball is in play when it is kicked and moves
– the free kick is taken from the place where the infringement occurred or from the position of the ball when the infringement occurred (according to the infringement)
C. PENALTY KICK: A penalty kick is awarded and to be taken from the penalty mark, against a team that commits an offence for which a direct free kick is awarded, inside its own penalty area and while the ball is in play. Penalty Kicks Will be taken 10m away from the Goal.
11.6 DROPPED BALL
Procedure
• The ball is dropped for the defending team’s goalkeeper in his/her penalty area if, when play was stopped:
• the ball was in the penalty area; or
• the last touch of the ball was in the penalty area.
• In all other cases, one of the referees drops the ball for one player of the team that last touched the ball at the position where it last touched a player, an outside agent or a match official.
• All other players (of both teams) must remain at least 2m from the ball until it is in play.
• The ball is in play when it touches the pitch.
Offences and sanctions
• The ball is dropped again if it:
• touches a player before it touches the pitch;
• goes out of play after it touches the pitch, without touching a player.
• If a dropped ball enters the goal without touching at least two players, play is restarted with:
• a goal clearance if it enters the opponents’ goal;
• a corner kick if it enters the goal of the player to whom the ball is
dropped.
However, if a dropped ball enters either goal without touching at least two players due to circumstances beyond the control of the team to whom it is dropped (such as the weather conditions or the ball being improperly dropped), the ball should be dropped again.
